2.1 SARGENT COMMITTEE, AD HOC COMMITTEE AND JHA COMMITTEE RECOMMENDATIONS

Sargent Committee:

The Sargent Committee was an important early step in the organised development of tourism in India.

It stressed the need for a separate organisation to give full-time attention to tourism.

Major Recommendations of the Sargent Committee

– Create a separate organisation for tourism with regional offices.

– Promote tourism in India and abroad through publicity.

– Prepare tourist literature such as guidebooks, folders and posters.

– Provide training for tourist guides.

– Coordinate with government departments, travel agencies, hotels and transport services.

– Collect and maintain tourist statistics.

– Improve transport facilities and provide good-quality hotels for tourists.

Ad Hoc Committee on Tourism – 1963 :

The Government of India appointed an Ad Hoc Committee on Tourism in 1963 under the chairmanship of L. K. Jha.

It examined tourism problems and suggested measures to increase tourist traffic and improve facilities.

Jha Committee – Main Recommendations

– Open additional tourist offices abroad to promote India.

– Improve landing and travel facilities for international tourists.

– Provide better shopping and entertainment facilities.

– Set up government corporations for hotels, transport and entertainment.

– Develop additional hotel accommodation to meet tourist demand.

– Improve facilities at international airports.

– Provide better transport and connectivity.

– Train immigration and customs staff for better tourist service.

– Increase tourism publicity and promotion.

– Develop selected tourist centres in an integrated manner.

– Reduce leakage of foreign exchange earned through tourism.

– Improve coordination among government departments connected with tourism.
